what changes would you like to see? If a game ends in a draw, then have a 3 shot penalty shoot out, whoever wins it gets an extra point, sudden death if it is still level after the 3 pens.so lose the shoot out you still have 1 point, win it you get the extra point, 2pts.

"Winning isn't everything, it's the only thing" - Vince Lombardi (former coach of the Green Bay Packers). If you listed the teams based on the number of wins the table would look exactly the same, except Sunderland would be relegated instead of QPR.
Edit: We Americans hate draws!

What's awful? Hating draws or wanting to win?

What's awful? Hating draws or wanting to win? the OP's idea. Draws can be excellent, there is nothing more tense then a draw knowing that any team can win it. Penalties have no place in league football

2 points for scoring 1st in a draw. If it ends 2-2, 3-3 etc the team who were leading last get the extra point.

A handicap system, where teams in the top half get only 2 points for a win against bottom half teams, and still get 3 points for wins against top half teams. Then vice versa.

Would prefer no changes;but if you held a gun to my head and demanded a proposed change to the point system, I would say
9 points for a win 3 points for a draw 2 points for a goalless draw
(Essentially, the same system we have today with a minor deduction for goalless draws).
As an American, I do not hate ties and I do hate gimmicky ends to games to enforce the notion that one team must win and the other must lose.
If two teams play even in terms of goals over the course of 90 minutes, I see no compelling reason to play further just so some folks can feel happy that there was a winner. If Manchester City can't beat Burnley in 90 minutes, why do they deserve an extra 10 minutes or a penalty shootout to get more points.
On the subject of penalty shootouts, in those games where they must occur, I would place them between regulation and overtime so that the team that lost the shootout knew that they had to win extra time. This change, IMHO, would allow for the match to be decided by playing football.

Bonus Points ala Super Rugby. 1 bonus point for wining by more than 2 goals 1 bonus point for scoring 4 or more goals. 1 bonus point for being the best team (combination of most shots on goal, biggest % possession in attacking third, fewest fouls, etc)
Maximum points you could get from q game = 6. Losing team could get 2 points.

Man Utd to be docked points on a regular basis! For anything! Lol. I think you're on to something, but in that format, it would just favor the Arsenils of the world? A little tweak could work well though. Dock everyone 1 point a week except if your club name ends with City and begins with a five letter word beginning with "S".

Can't beat a gritty, hard-earned away point.
(Apart from a win, of course)

4 points for a win, 2 for a draw. Bonus point for scoring 4 or more, and a bonus point if you lose by only one goal. Maximum potential of 5 points for a win, 3 for a draw, 1 for a loss. Though I imagine 3 point draws would be very rare.

This is all a bit Numberwang isn't it. Bonus points for bigger score margins would only give more power to the already stronger squads/teams and sod penalties and extra time, draws are what makes domestic football great.
afterword/disclaimer: When I say draws are what makes football great I am not espousing parking the bus at the expense of actually attempting to win a game.

No points for a draw. That would be ridiculous but funny. That's exactly the point I was trying to make earlier. A team's final position in the BPL this season is almost perfectly correlated with numbers of wins. The number of draws or losses makes no difference in the present system.

Though I imagine 3 point draws would be very rare. Probably not as rare as you think - I think you'd probably see a lot of 2-2 and 3-3 games miraculously turning into 4-4s in the last 5 minutes of the match.

I would be tempted by changing it back to 2 points for a win.
