If Blatter knew nothing about all that was happening in front of his nose, then he should resign because of crass incompetence;
If Blatter knew but turned a blind eye because it suited him or, worse still (as I beleive) was personally involved in all this, then he should not only resign but also face the firing squad

The American lawyer David Garcia was employed by FIFA 2 years ago to look into allegations of corruption etc. he produced his findings last year and was accused by a Blatter of erroneous and inaccurate reporting. FIFA more or less put a "D" notice on the report, Garcia resigned from his position threatening to expose the information he had found. Garcia's wife is also an FBI agent. Plus FIFA laundered money through American banks and American sports companies are indicted. That's why the yanks are heavily involved.

The Yanks hate getting turned over by anyone, any organisation, any country. It appears that the extent of corruption was extremely well known. Why? Because the U.S.A., Australia and U.K. security agencies(C.I.A., A.D.I.O., MI6) will have been monitoring the bid process given the immense national importance of hosting the WC.

I've read one interesting argument, which is that FIFA made the mistake of annoying Disney when they awarded the TV rights up until 2026 to Fox without any bidding process. Disney, of course, own ESPN, and would have been very interested in those rights.
What's top of the charge sheet? Bribery in the award of media rights.
