Taken from a blackburn site regarding ticket pricing for the FA Cup
These are the rules concerning ticket prices. So the key is mutually agree...so isn't just up to us. © Immediately after the draw is known, the two Clubs concerned must mutually agree the prices of admission subject to the following conditions: (i) Except where mutually agreed otherwise the minimum admission (except to children and senior citizens) to matches shall be: In the Extra-Preliminary, Preliminary and First Round Qualifying: £3.00 In the Second and Third Rounds Qualifying: £5.00 In the Fourth Round Qualifying: £6.00 In the First and Second Round Proper: £10.00 In the Third, Fourth, Fifth and Sixth Round Proper: £15.00 (ii) A higher admission charge may be mutually agreed between the Clubs concerned. The Away Club’s spectators can only be charged more than the home team if agreed by both clubs.

Why should non season ticket holders have to pay more for an away game? As a reward for season ticket holders. I don't have one owing to work, but am a executive society Potters Foundation member, it must be £17.50 for me then

I reckon the club should go for it and take the relatively small risk of asking for the extra 2200 tickets. We took 4800 when they paid for buses once so if they have to take a small pill by paying Blackburn for a few unused tickets I think it's worth it. There will be a different buzz around the place with the knowledge that we have that many tickets and I think it could lose a bit by taking the smaller one first. Surely we just negotiate with Blackburn that we take the extra tickets on a sale or return basis. Blackburn have nothing to lose by agreeing to that, as they will get a share of those extra tickets sales. In fact that might have already been agreed and perhaps we are waiting for police clearance for it and/or waiting to see that we are going to sell the 4k first.

Not necisserily they could keep top tier shut I guess they'll see how quickly the initial allocation sells and if they go like hot cakes, then Stoke will ask for the upper tier as well. If the old bill approve it - we'll get them and if they don''t, then we won't, it's not in either of the clubs' interest not to satisfy demand if they are able to do so.

I couldn't get a ticket in the away end for this one, ended up signing up as a rovers member online. Had to buy a ticket for the man city home game on Boxing Day in order to get a ticket for our game. In hindsight I wish I'd never bothered. We were 3-0 down at half time and I was back on the m6 heading home by the time the final whistle went. Fonder memories of the away game in 2012 when crouch bagged a brace. Even managed to get a ticket for the away end :-)
