I was in the paddock for that game & had perfect view of the incident.
100% penalty,Stein nudged the ball past him & keeper brought him down.
Yes he exagerated the effect but a foul in the box is a penalty full stop.
Stupid one to give away as the ball was going out.

That means it's also the anniversary of that Villa player booting the ball out of the Victoria Ground when Stoke won a last-minute penalty and the ref blew for full-time before it came back, leading to the invention of injury time.
